Bodycam footage from the day Terrance Banks was arrested shows him putting his hands behind his back before officers asked him to do so. Banks is accused of setting a fire at his home in Geneva, Florida, that killed 15 dogs.

Officers initially approached Banks to ask for help identifying and gathering several dogs loose in the neighborhood, telling him he was the only person who could help. Banks appeared distressed and repeatedly said that it was over, then moved to place his hands behind his back.

The officers told him they were not initially there to arrest him and wanted to find out what had happened and get his help. Banks was ultimately handcuffed, while officers expressed concern for him during their conversation.

Police allege Banks told them he poured gasoline across the floors of his home, lit a piece of paper and used it to start the fire. Fifteen dogs were later reported dead, and two others required round-the-clock care.

Banks was arrested on charges of second-degree arson and 11 counts of aggravated animal cruelty.
